Summary

Cabinet Resolution No. 88 of 2022 is the federal fee schedule for the services of the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP): entry visas, residence permits, Emirates ID cards, establishment cards and the related guarantees. Issued on 30 September 2022, it came into force on 3 October 2022 (Article 13), the same day as the new visa regulation, and under Article 12 repealed Cabinet Resolutions No. 25 of 2011, No. 22 of 2014, No. 62 of 2017 and No. 23 of 2020 while keeping Cabinet Resolution No. 10 of 2010 on departure fees. The legislation portal records it as active with a last update of 16 July 2026; Article 11 lets the Cabinet amend the fees, so the schedule should be re-checked before quoting.

Article 2 requires the fees in Table 1 to be collected for the Authority's services and refunds them where the application is incomplete. Table 1 has 78 lines, most split into an application fee and an issue fee. The lines that matter to business: a single-entry visit visa AED 200 and a multiple-entry visit visa AED 300, extension of a visit visa AED 600, the five-year multi-entry tourist visa AED 600, an entry visa for residence without work AED 200, cancellation of an entry visa AED 50, a new or renewed work residence permit AED 200 (AED 100 application plus AED 100 for each year), a five-year Green residence AED 200 with the AED 100 issue fee per year, a new or renewed ten-year Golden residence permit AED 1,100 (AED 100 plus AED 1,000) and the six-month Golden residence multiple-entry visa AED 1,100, cancellation of a residence permit AED 50, exemption from the 180-day absence rule AED 100 plus AED 100 for each month beyond 180 days, Emirates ID for residents AED 100 for each year of issue, a ten-year business Emirates ID AED 200, a new or renewed establishment card AED 200 a year, amendment of establishment data AED 100 and cancellation AED 50, and a residence instead of deportation AED 200.

Article 3 and Table 2 set the digital certification portal fees, including a one-time AED 25,000 subscription with government entities exempt. Article 5 fixes the financial guarantees: AED 1,000 for a single-entry and AED 2,000 for a multiple-entry visit visa, AED 3,000 for the five-year tourist visa, AED 2,000 for recruiting a domestic worker, AED 3,000 per member up to AED 15,000 for an investor's family, AED 5,000 for cancelling a sponsor's residence without cancelling dependants and AED 75,000 for a property card. Article 7 exempts persons of determination, families of martyrs, the deceased, diplomatic and consular staff, companions of GCC nationals, crews of tourist craft, escorts of tourists and persons being deported. Fine amounts sit in Cabinet Resolution No. 89 of 2022. Dubai's GDRFA charges its own schedule for the permits it issues.

Who it applies to

Anyone applying to the Federal Authority for Identity, Citizenship, Customs and Port Security for an entry visa, residence permit, Emirates ID, establishment card or related service, including employers, sponsors, investors and their families in every emirate; Dubai residence permits issued by the GDRFA are charged under Dubai's own schedule, while Emirates ID fees apply nationwide.

Obligations and deadlines

  • Pay the application and issue fees in Table 1 when filing; incomplete applications are refunded (Article 2).
  • Lodge the Article 5 guarantee where the service requires one, such as AED 2,000 for a domestic worker.
  • Budget AED 100 per year of validity for each resident's Emirates ID and AED 200 a year for the establishment card.
  • Pay AED 100 per month beyond 180 days to seek exemption from the absence rule (Table 1).
  • Re-check the schedule before quoting, as the Cabinet may amend it (Article 11).

In practice — how Polaris handles it

Our visa quotations for clients outside Dubai are built from this table, so we keep a current copy and re-check it before quoting Golden or Green residence, because the Cabinet can change the figures without a new law and the portal shows the record was updated in July 2026. The headline numbers clients ask for are the AED 1,100 Golden residence fee, AED 200 a year for a standard work permit and Emirates ID at AED 100 for each year of validity; the Dubai equivalents come from the GDRFA schedule and carry the Knowledge and Innovation dirhams on top. The guarantees in Article 5 are the hidden cost in family and domestic worker files, and the AED 5,000 guarantee for cancelling a sponsor's residence without cancelling dependants is what makes a clean exit plan necessary when a principal leaves the country ahead of the family. Where a client is late back after 180 days abroad, the AED 100 per month exemption fee is the first thing we price.
