Cabinet Resolution No. (105) of 2026 Regarding the Fees Prescribed for the Implementation of Federal Decree-Law No. (36) of 2023 Regarding the Regulation of Competition
Prescribes the Ministry of Economy fees under the Competition Law: AED 5,000 for each exemption application (restrictive agreements, dominance, economic dependency, predatory pricing), 0.02% of the parties' aggregate annual sales capped at AED 150,000 for an economic-concentration application, AED 1,500 to object to a concentration and AED 500 for a grievance, refundable if upheld.
Cabinet Resolution No. (59) of 2026 Concerning the Executive Regulations of Federal Decree-Law No. (36) of 2023 Regarding Regulating Competition
The 33-article executive regulations of the Competition Law: indicators of dominance, the economic-concentration notification file, formal and substantive review stages and notices to the parties, exemption requests, objections, complaints and their examination, coordination between the Ministry and sector regulators, and settlement; it repeals Cabinet Resolution No. 37 of 2014 and applies three months after Gazette publication.
Cabinet Resolution No. (3) of 2025 Regarding the Ratios Related to the Implementation of Federal Decree-Law No. (36) of 2023 Regarding Regulating Competition
Sets the economic-concentration notification thresholds under the Competition Law: a transaction must be notified to the Ministry of Economy where the parties' combined annual sales in the relevant UAE market exceeded AED 300,000,000 in the last financial year or their combined share exceeded 40% of that market; it also fixes related ratios used by the law.
Federal Decree-Law No. (36) of 2023 Regarding Regulating Competition
Replaces the 2012 competition law: prohibits restrictive agreements such as price-fixing and market sharing, abuse of a dominant position and economic dependency, and requires prior notification to the Ministry of Economy of mergers and acquisitions that meet Cabinet-set thresholds, with fines from AED 100,000 up to 10% of annual UAE turnover and penalties for failure to notify.
