CMA Circular No. 1/2018 of 2018 · UAE Federal
SCA circular to securities and commodities markets concerning the list of terrorist individuals and organisations approved by the United Arab Emirates.
Circular No. 1 of 2018 (markets), dated 17 January 2018, is listed by the CMA as the version of the Securities and Commodities Authority's circular on Cabinet Resolution No. 53 of 2017 meant for the securities and commodities markets. The file the CMA publishes under this entry is identical to the companies version: it is addressed to licensed financial service companies operating in the UAE. A separate markets text is not available on the CMA site, so this summary describes the published text.
The circular applies the additions to the UAE list of terrorist individuals and organisations made by Cabinet Resolution No. 53 of 2017, with the list attached. The addressees must: search for and freeze any cash, securities or commodities accounts of listed individuals, groups and organisations, or of associated natural or legal persons; freeze funds received from, or on behalf of, listed persons or their associates; refrain from freezing or blocking an account unless names and details match the list entirely and without doubt, contacting the Authority or the Central Bank's Anti-Money Laundering and Suspicious Cases Unit in case of doubt; and report actions taken instantly to the Authority and that Unit on the attached form, which records identical and similar names, account type and balance. Enquiries go to amltfc@sca.ae.
Status: listed as in force. Freezing against the UAE Local Terrorist List is now governed by Cabinet Decision No. 74 of 2020, which applies to exchanges and licensed companies alike.
The licensed securities and commodities markets in the UAE (per the CMA listing) and, per the published text, licensed financial service companies, for accounts linked to persons added to the UAE list by Cabinet Resolution No. 53 of 2017.
