The Chairman of the Authority’s Board of Directors’ Decision No. (13/ Chairman) of 2026 Concerning the amendment of the Regulations Manual of the Financial Activities Approved by the Chairman of the Authority’s Board of Directors’ Decision No. (13) of 2021
The Chairman of the Capital Market Authority’ Board of Directors,
Having reviewed:
Federal Decree-Law No. (32) of 2025 Concerning the Capital Market Authority;
Federal Decree-Law No. (33) of 2025 Concerning the Regulation of the Capital Market;
Cabinet Resolution No. (13) of 2000 concerning the Regulation as to the Functioning of the Securities and Commodities Authority, as amended;
Cabinet Resolution No. (51/ 2 C) of 2025 concerning the Restructuring of the Board of Directors of the Securities and Commodities Authority;
The Chairman of the Authority’s Board of Directors’ Decision No. (13/ Chairman) of 2021 on the Regulations Manual of the Financial Activities and Status Regularization Mechanisms, as amended.
Based on the approval of the Authority's Board of Directors at its eighth meeting of the ninth round held
on 09/04/2026;
And as required by the interest of work,

Article (1)
Item (1) of paragraph (d) of Clause (7) under paragraph (First) of Article (1/ Brokers) of Chapter Five
(Practicing Financial Activity) of Section Three (Business Practice) of the Regulations Manual of the Financial Activities is hereby amended to be read as follows:
“There is a valid financing agreement between the financing entity and the client to finance the purchase
of financial products, or secured against financial products owned by the client.”
Article (2)
This Decision shall be published in the Official Gazette and shall enter into force on the day
following the date of its publication.
