ICP service card for the entry permit that starts the property-investor Golden residence: the property must be fully owned by the investor and worth at least AED 2,000,000 confirmed by the land registration department, with valid UAE health insurance and a passport valid six months; fees AED 300 in total and a two-day processing time, leading to a ten-year residence.
This ICP service card describes the entry permit that opens a property-based Golden Visa case handled through the federal authority. It is a procedural service, not legislation: the card sits under the Entry and Residence Law and its executive regulations and applies the real-estate investor category of the Golden Residence. The service name is Entry Permit Issuance for Real Estate Investor Residency, and the card states that it is used to complete the steps for obtaining a Golden Residency for a period of ten years.
Three conditions are stated. The applicant must hold a valid health insurance policy within the UAE, a passport valid for no less than six months, and the property must be fully owned by the investor. The documents are a passport, a personal photo and a letter from the real estate registration department confirming ownership of property worth at least AED 2,000,000. That letter is the evidential core of the application: the ICP does not value the property itself but relies on the land registry's confirmation.
The fee is AED 300 in total, made up of an application fee of AED 100, an issuance fee of AED 100 and a smart services fee of AED 100. Processing time is two days. The service is available through the ICP smart services website and the ICP smart app, with login through UAE Pass; customer happiness centres work office hours and the digital channels run around the clock. The steps are to submit the application, review the pre-filled form, attach documents where automatic data retrieval fails, pay the fees and receive the permit.
The card does not state the validity of the entry permit itself; the ten-year figure refers to the residence that follows. Once the permit is issued the investor completes the medical test, Emirates ID application and residence stamping under the related visa issuance service. The card lists visa issuance, amendment of visa data and visa extension as related services, carries service code 377-005-001-009 and was last updated on 11 December 2024. It is current as read on 29 October 2026; the AED 2,000,000 threshold matches the ICP Golden Residency guide.
Foreign nationals who fully own UAE property worth at least AED 2,000,000, confirmed by the real estate registration department, and who hold valid UAE health insurance and a passport valid for at least six months, applying through the ICP for the ten-year investor residence.

This is the first filing in a property-based Golden Visa for clients who buy outside Dubai, where the case runs through the ICP rather than the GDRFA. Before we submit we obtain the registration department's letter stating the AED 2,000,000 value and confirming full ownership, because the ICP relies on that letter rather than a valuation, and we check that the title is in the client's sole name rather than a company. We arrange the health insurance policy in advance so the application is not returned for a missing document. Once the permit issues, usually within the stated two days, we book the medical test, lodge the Emirates ID application and complete the residence stamping, then add the spouse, children and parents under the Golden Residence family rules.
