Amending instrument recorded in the amendment notes of the CMA Technical Service Fees (CMA Decision No. 32/Chairman of 2018). The CMA has consolidated its changes into that text and keeps this instrument in its archive of amending regulations.

Summary

Chairman's Resolution No. 17/Chairman of 2023 is listed in the CMA Rulebook as an amending instrument of the CMA Technical Service Fees (Chairman's Resolution No. 32/Chairman of 2018), issued on 1 April 2023; the listing gives 2 April 2023 as the in-force date, while the consolidated fee schedule's notes record 1 April 2023. The CMA does not publish its text; its changes appear only in that consolidated schedule.

According to the amendment notes it changed three items. It amended the licensing fee for brokers trading OTC derivative contracts and currencies in the spot market, which the schedule now shows as AED 5,000 to apply, AED 300,000 for the licence, AED 300,000 annual renewal and AED 1,000 cancellation. It amended the trading commission on OTC derivatives and spot forex, now 36.7 fils per lot of 100,000 units, capped at AED 1,200,000 a year, collected annually and approved by the licensed firm's operations manager and head of compliance. And it amended the fee for reviewing a request for exemption from any provision of the laws, regulations or resolutions the Authority applies: AED 5,000 per provision, up to AED 30,000 per request.

Who it applies to

Brokers licensed by the CMA to trade OTC derivatives and spot foreign exchange, and any person asking the CMA to exempt it from a provision of the legislation the Authority applies.

Key provisions

In practice — how Polaris handles it

Clients considering a forex or CFD brokerage in the UAE usually ask first about cost; the AED 300,000 licence fee and the same amount again each year on renewal are a large part of that budget. Polaris is not licensed by the CMA and does not provide brokerage; we explain the licensing options, form and administer the company around the chosen route, coordinate with licensed compliance advisers and the CMA portal, and keep corporate, UBO and AML records in order.
