Amending instrument recorded in the amendment notes of the CMA Technical Service Fees (CMA Decision No. 32/Chairman of 2018). The CMA has consolidated its changes into that text and keeps this instrument in its archive of amending regulations.

Summary

Chairman's Resolution No. 19/Chairman of 2021 is listed in the CMA Rulebook as an amending instrument of the CMA Technical Service Fees (Chairman's Resolution No. 32/Chairman of 2018), issued and effective on 1 July 2021. The CMA does not publish its text; its changes appear only in the consolidated fee schedule.

The amendment notes in that consolidated schedule show it was the largest single update of the schedule after the Rulebook of 2021. According to those notes it replaced the investment management licence with a licence for managing securities portfolios (later renamed portfolio management) and the management company licence with an investment fund management licence; added licensing fees for introduction, the registrar of private joint stock companies, brokers in global markets, brokers in unregulated derivative contracts and spot currencies, and securities dealers (later renamed financial products dealers); cancelled the fees in three items of the licensing schedule; renamed promotion licensing; added trading commissions for OTC derivatives and spot forex, securities dealers, international markets and crypto-asset trading; and added items 7 to 18 of the schedule of other services, covering approvals such as retrieving bank guarantee letters, outsourcing, amending constitutional documents and locating a head office outside the UAE.

Several of those service fees were later repealed by Resolution 18/Chairman of 2026, and some licensing fees were changed in 2023, so the current consolidated schedule, not this listing, gives the amount payable today.

Who it applies to

Firms seeking or holding CMA licences for portfolio management, fund management, introduction, global-markets and derivatives brokerage, financial products dealing or private joint stock company registry services, and licensed firms applying for CMA approvals listed in the schedule of other services.

Key provisions

In practice — how Polaris handles it

When a client asks what a CMA licence for portfolio management, introduction or derivatives brokerage will cost, we work from the current consolidated schedule and use this listing only to explain when a fee first appeared. Polaris is not licensed by the CMA; we explain whether the activity needs a CMA licence, form and administer the company around that route, coordinate with licensed advisers and the CMA portal, and keep corporate, UBO and AML records in order.
