Amending instrument that changes the Derivatives Contracts Regulation (CMA Decision No. 22/Chairman of 2018). The CMA has consolidated its changes into the current text of the amended regulation and keeps this instrument in its archive of amending regulations.

Summary

Chairman's Decision No. (02/Chairman) of 2021 moved the fees and commissions for single stock futures and index futures into an annex of the Derivatives Contracts Regulation (Decision No. 22/Chairman of 2018). Issued in Abu Dhabi on 22 March 2021 by the Minister of Economy as Chairman of the Securities and Commodities Authority Board, after Board approval on 22 February 2021, it took effect on the date of issue.

Article 1 replaces Clause 5 of Article 2 of the 2018 regulation so that fees and commissions under it are collected according to the attached annex. Article 2 approves the table and annexes it to the regulation. The table sets rates applied to contract value (number of contracts times contract size times transaction price): a market trading fee of 0.00025 for single stock futures and 0.00005 for index futures; a central clearing fee for each clearing and settlement of 0.00025 and 0.000025; and a clearing fee at expiry of 0.0005 and 0.0001, calculated on open positions (purchase plus sale positions, times contract size, times settlement price). Brokerage commission is left to the agreement between the brokerage firm and its client, and the Authority's own fee follows its decisions on service fees.

Article 3 provides for commencement on issue and publication in the Official Gazette.

Who it applies to

Markets, central clearing parties and brokerage firms dealing in single stock futures and index futures under the Derivatives Contracts Regulation, and the investors who trade those contracts.

In practice — how Polaris handles it

Derivatives trading is a regulated activity outside our services. Clients who trade listed futures through an investment holding company sometimes ask us to explain the cost layers on a broker's statement; we point them to this fee table and to their broker agreement for commission. We keep the holding company's records and accounts in order and coordinate with its licensed broker. We are not licensed by the CMA.
