Amending instrument recorded in the amendment notes of the CMA Technical Service Fees (CMA Decision No. 32/Chairman of 2018). The CMA has consolidated its changes into that text and keeps this instrument in its archive of amending regulations.

Summary

Chairman's Resolution No. 03/Chairman of 2021 is listed in the CMA Rulebook as an amending instrument of the CMA Technical Service Fees (Chairman's Resolution No. 32/Chairman of 2018), issued and effective on 22 March 2021. The CMA does not publish its text; its changes appear only in the consolidated fee schedule.

According to the amendment notes, it added the first crypto-asset fees to the schedule, as items 57 to 60: a market for securities or crypto commodities or assets (AED 10,000 application, AED 200,000 licence, AED 200,000 renewal, AED 10,000 cancellation, not charged to a market already licensed as a securities or commodities market); a crypto fundraising platform (the same amounts); crypto-asset custody (AED 3,000, AED 500,000, AED 500,000 and AED 1,000, not charged to a licensed custodian); and crypto-asset brokerage (AED 5,000, AED 50,000, AED 50,000 and AED 1,000). It also added trading commissions on single stock futures (0.0001) and index futures (0.00001).

The crypto-asset regulation in force when these fees were added (Resolution 23/Chairman of 2020) has since been repealed, and the CMA now licenses virtual asset service providers under Resolution 4/Chairman of 2026, so check the current schedule before relying on these amounts.

Who it applies to

Crypto-asset markets, fundraising platforms, custodians and brokers seeking CMA licences, and traders of single stock and index futures on UAE markets.

Key provisions

In practice — how Polaris handles it

Founders of virtual-asset businesses ask us which UAE regulator to approach and what it will cost. Polaris is not licensed by the CMA or VARA and provides no virtual-asset services; we explain which regime applies to the activity and where, form and administer the company around the licensing route, coordinate with licensed compliance firms and the regulator's portal, and keep corporate, UBO and AML records in order.
