Amending instrument that changes the Complaints Regulation (CMA Decision No. 45/CEO of 2016). The CMA has consolidated its changes into the current text of the amended regulation and keeps this instrument in its archive of amending regulations.

Summary

Administrative Resolution No. 17/CEO of 2021 changed how long the CMA's complaints department has to put a complaint to the Chief Executive. Article 1 rewrites clause 1 of Article 24 of the Complaints Regulation (Administrative Resolution No. 45/CEO of 2016 on the Regulation for Complaints Relating to Financial Markets Transactions). Under the new wording, the competent department submits a written memorandum to the Chief Executive, through the Deputy Chief Executive for the sector, describing the complaint, summarising the steps it has taken and giving its recommendations, within 20 working days from the date all documents and replies have been received and the complaint file is complete for decision. The period may be extended for a similar period with the approval of the Deputy Chief Executive for the sector.

The resolution was signed by the Acting Chief Executive of the Securities and Commodities Authority (now the CMA) in Abu Dhabi on a date printed as 09/06/2021 (9 June 2021) and, under Article 2, took effect from its date of issue. The text is published in Arabic.

Current position: this wording no longer applies. Administrative Resolution No. 41/CEO of 2025 rewrote the same clause from 23 June 2025, replacing the 20-working-day period, counted from a complete file, with 30 days counted from receipt of the complaint, extendable for similar periods. Article 24(2) of the Complaints Regulation treats the period as regulatory only, so missing it does not invalidate action taken on a complaint.

Who it applies to

The CMA's complaints function and the investors, licensed firms, markets and listed companies that are parties to complaints about financial market transactions decided under the Complaints Regulation.
