CMA Decision No. 41/CEO of 2025 · UAE Federal
Amending instrument that changes the Complaints Regulation (CMA Decision No. 45/CEO of 2016). The CMA has consolidated its changes into the current text of the amended regulation and keeps this instrument in its archive of amending regulations.
Administrative Resolution No. 41/CEO of 2025 sets one 30-day internal deadline across three CMA procedures: violations, complaints and reports. It was signed by the CMA's Chief Executive and, under Article 4, took effect from its date of issue; the CMA listing dates it 23 June 2025. The text is published in Arabic.
Article 1 rewrites clause 1 of Article 16 of the Violations and Administrative Penalties Regulation (Administrative Resolution No. 44/CEO of 2016): the competent department must submit a written memorandum to the Chief Executive describing the violations, summarising its actions and giving its recommendations within 30 days of receiving the violation report.
Article 2 rewrites clause 1 of Article 24 of the Complaints Regulation (Administrative Resolution No. 45/CEO of 2016): the memorandum on a complaint is due within 30 days of receiving the complaint. This replaces the 2021 wording, under which the memorandum went through the sector Deputy Chief Executive within 20 working days of a complete complaint file.
Article 3 rewrites clause 1 of Article 15 of the regulation on receiving reports relating to financial markets (Administrative Resolution No. 31/CEO of 2020): the memorandum on a report is due within 30 days of receiving it.
In all three cases the period may be extended for similar periods on the recommendation of the head of the competent section and with the approval of the director of the competent department. Although it is listed among the amendments to the Complaints Regulation, the resolution also amends the violations and reports regulations.
The CMA's enforcement, complaints and reporting functions, and the licensed firms, listed companies, investors and whistle-blowers whose violation cases, complaints or reports the CMA handles.

Clients who have complained to the CMA, or whose licensed group company faces a violation file, ask us how long the process should take. Polaris is not licensed by the CMA and does not represent parties before it; we explain the timetable, prepare and certify the corporate documents the file needs, coordinate with licensed advisers or lawyers, and keep the group's corporate, UBO and AML records in order. The complaints period is regulatory only, so a delay does not of itself invalidate the CMA's decision.
